US-Russia-Ukraine Peace Talks Deadlocked: Diverging Views Hamper Progress

With the self-imposed deadline set by former US President Donald Trump for a peace agreement between Russia and Ukraine having passed without fruition, doubts are growing about the potential for a peaceful resolution to the conflict. As Americans celebrate Thanksgiving, the discrepancies between the involved parties are intensifying, threatening to derail any hopes for a swift resolution.

Western Allies' Disagreements Complicate Matters

The growing divisions within the Western camp are largely attributed to hawkish remarks from some European leaders and NATO Secretary-General Jens Stoltenberg. Stoltenberg recently stated that Russia has no veto power over Kyiv's application to join NATO. Stoltenberg's comments appear aimed at rebuffing the US proposal, or at least securing a better negotiating position for Ukraine. He emphasized in press interviews that NATO's founding Washington Treaty "allows any country in the Euro-Atlantic area to join," which is in direct contrast to the US proposal that sets a key condition of "no NATO acceptance of Ukraine at any time in the future."

Conflicting Proposals Add Complexity

The US-led proposal includes a key condition for Kyiv: "no NATO acceptance of Ukraine at any time in the future." However, the leaked European counter-proposal removes this clause, instead opening the door for potential future NATO accession. The European draft states that Ukraine's potential NATO membership "depends on the consensus of NATO member states, which does not currently exist."

Uncertainty Surrounding the Future of Disputed Territories

Regarding the issue of relinquishing territory, the European document states that any discussions about land swaps would begin from the current line of contact. Freezing the front line is something Ukrainian President Volodymyr Zelenskyy has consistently sought, while Moscow sees it as aimed at allowing the Ukrainian army to reorganize and rearm. Zelenskyy has already expressed dissatisfaction with the US version of the peace plan, because Ukraine would relinquish the Donbas region it still controls, and the front line would be frozen in Kherson and Zaporizhzhia, where Russian forces also occupy territory.

Political Legitimacy in Question

Meanwhile, Russian President Vladimir Putin has reiterated his view that the Zelenskyy government is illegitimate, thereby questioning its legitimacy to sign a final agreement.
